考虑一:社区定位应准确。社区定位在街道办事处与居民委员会之间,似乎不太恰当。意味着居民委员会还存在,社区是又加了一层机构,人、财、物是个浪费。两个牌子一套人马也不妥,居民委员要撤消。尽量避开“小政府”、小街道办”之嫌,保护社区民主、自治的民间性,由充分体现“撤、立”体制创新精神。
Consider one: community positioning should be accurate. It seems inappropriate to locate the community between the neighborhood offices and residents’ committees. This means that neighborhood committees still exist. Community organizations have added another layer of organization. It is a waste of people, money and goods. Two sets of brand people are not appropriate, residents to withdraw. Trying to avoid the “small government” and “small streets” as much as possible and protecting the folklore of community democracy and autonomy, we should fully reflect the innovative spirit of “withdrawing and establishing” the system.
