一、绪言改革开放以来,除了在政府机关、事业单位和大型国企还有所保留之外,单位所有制已基本解体,中国迅速从单位社会向个体化社会转变。而随着中国的快速城市化进程,大量外来人口涌入城市,则加速了这一转变。在此种情况下,城市的公共服务和公共管理面临的问题日益突出,其中十分重要的方面,就是基层社会管理的困境与转型。可以说,公共服务及管理的良性发展,关系到城市化的前景,关系到社会和谐,关系到整个国家的经济增长和社会进步,是体制改革和城市化进程中不可忽略的重要
I. INTRODUCTION Since the reform and opening up, besides the reservations on the part of government agencies, public institutions and large state-owned enterprises, unit ownership has basically dissolved and China has rapidly transformed itself from a unit society to an individualized society. With the rapid urbanization in China and the influx of a large number of migrants into the cities, this shift has been accelerated. Under such circumstances, the problems that the public services and public administration in cities face are becoming increasingly prominent. One of the most important aspects is the dilemma and transformation of grassroots social management. It can be said that the sound development of public services and management has a bearing on the prospect of urbanization and on the social harmony and on the economic growth and social progress of the entire country, which are not to be neglected in the process of system reform and urbanization
