就开发区建设问题,我们前一段时间赴陕西、广东和海南省进行了实地调查,在此基础上,结合全国和有关省区的情况,对开发区建设中的若干宏观政策问题进行了研究。一、目前开发区建设中存在的问题 1.数量和面积偏多偏大,超出财力、物力的可能。据陕西省对9个地市、55个县区不完全统计,有132个开发区,规划面积1802平方公里;据海南省初步统计,全省有各类开发区74个,规划面积400多平方公里(还有一种统计,开发区104个,规划面积836平方公里)。全国究竟有多少个开发区,不同部门的统计数字出入很大。据国家土地管理局最新统计,全国有各类开发区2700多个,占
On the issue of the construction of the development zone, we conducted some field surveys some time ago in Shaanxi, Guangdong and Hainan Provinces. On the basis of this, we conducted a study on some macroeconomic policies in the development zone based on the situation in the whole country and the relevant provinces and autonomous regions. I. Existing Problems in the Construction of the Development Zone 1. The number and area are too large, exceeding the financial and material resources. According to incomplete statistics on 9 prefectures and cities and 55 counties in Shaanxi Province, there are 132 development zones with a planned area of 1802 km2. According to the preliminary statistics of Hainan Province, there are 74 development zones of various types with a planned area of more than 400 square Km (there is also a kind of statistics, development zone 104, planning area of 836 square kilometers). How many development zones in the entire country are there and the statistics of different departments have a large discrepancy? According to the latest statistics of the State Land Administration, there are more than 2,700 development zones in various regions in the country
