2004年，中央一号文件和陕西省委农村工作会议提出，把解决“三农”问题作为各级党委和政府工作的重中之重。这说明“三农”问题是党和政府工作的中心，也必然是价格主管部门工作的首要任务。在市场经济条件下，围绕“三农”问题如何开展基层物价工作，是摆在物价干部面前值得认真研究与实践的重要问题。
In 2004, Central Document No. 1 and the Shaanxi Provincial Party Committee’s Rural Work Conference proposed that solving the “three rural issues” should be the top priority of the party committees and governments at all levels. This shows that the issue of “agriculture, rural areas and farmers” is the center of the work of the party and the government and must also be the primary task for the work of price departments. Under the conditions of a market economy, how to carry out grass-roots price work around the “three rural issues” is an important issue worthy of serious study and practice before price-keeping cadres.
