武装冲突中的目标选择要受区分原则、比例原则等一系列国际人道法原则和规则的约束。由于现有国际人道法关于军事目标的定义缺乏准确性,使得战争实践中具体军事目标的确定变得十分复杂困难,努力找到一些对该术语的一致同意的精确解释和设计特定的执行措施十分重要。因此,对该定义的解释和执行措施首先要切实可行;其次要像对军事利益的贡献一样能客观评估;第三要给予平民人口最低的保护。
The target choice in armed conflicts is governed by a series of principles and rules of international humanitarian law such as the principle of distinction and the principle of proportionality. Due to the lack of accuracy of existing definitions of military objectives in international humanitarian law, making the determination of specific military objectives in war practice complex and difficult, it is important to try to find some precise interpretations and to design specific implementation measures for consensus on the term . Therefore, the interpretation and implementation of this definition must be feasible in the first place, secondly as objectively as the contribution to military interests, and thirdly as the minimum protection for the civilian population.
