山东分局、省府早已发下关于加强合作工作联合指示。现正值农产品上市季节,如何保证供给城市工业原料,和推销工业成品,达到城乡物资很好交流,及在这一具体工作中,如何使组社工作提高一步,兹再作几点补充指示如下:一、收购任务。收购任务包括两个方面:一是推销农民所生产的工业原料及各种特产;二是供给农民必需的生产资料与生活资料,使城乡物资很好交换。这就必须一面和国营贸易部门密切结合;一面通过收购,使合作工作提高一步。与贸易部门具体结合问题主要是:1.合作社与贸易公司在执行共同任务上,应在当地党政领导下共同商洽解决工作中所有的一切具体问题,使工作结合一致。2.在收购中合作社主要是有组织的收购社员的农产品,并根据贸易公司的委托掌握初级市场,代购非社员物资,没有合作社地区,除贸易公司直接收购外,推进社应派干部配合,通过收购,大力组织新社。3.为了防止抢购,必须商洽贸易公司划分地区(市场),市场价格,由贸易公司统一掌握。为了满足群众需要,贸易公司应准备大批工业成品,通过合作社廉价销售给
