中央人民政府于二月二十一日颁布了「中华人民共和国惩治反革命条例」,华东军政委员会第三次全体委员会议于三月十六日通过了「关于贯彻执行「中华人民共和国惩治反革命条例」的决定、这是关系于巩固人民民主专政、巩固于发展人民民主胜利、及保障人民生命财产安全的重要措施,全华东人民对于这个有关切身利害的重要措施,无不表示竭诚拥护,并将以实际行动来积极配合与支持人民政府贯彻执行这一正确决定。各级人民政府必将根据这个决定的基本精神与广大人民的共同意志,来正确地并有效地严厉镇压一切反革命分子的活动。不难了解在中国革命已经取得胜利之后,一切国内外敌人决不甘心于他们的失败,他们无时无刻不在企图复辟,幻想用各种卑鄙可耻的阴谋活动,来进行其垂死的挣扎。以华东而论,盘踞台湾的国民党残余匪
The Central People’s Government promulgated the “Regulations of the People’s Republic of China on Punishing the Anti-revolutionary” on February 21.
