《欧盟建筑能源性能指令(2002/91/EC)》不仅对欧盟实现可持续发展的能源战略具有深远意义,而且对我国建立健全建筑节能法律法规体系有着重要的借鉴意义。本文首先介绍了《欧盟建筑能源性能指令》的主要内容,然后针对我国建筑节能的现状,在借鉴欧盟等国建筑节能立法经验的基础上,提出了建立健全我国建筑节能法律法规体系的对策建议,以提升建筑节能在我国节能工作中的法律地位和作用。
The EU Building Energy Performance Directive (2002/91 / EC) not only has far-reaching significance for the EU in its energy strategy for sustainable development, but also has an important reference for establishing and perfecting laws and regulations on building energy efficiency in our country. This article first introduces the main content of EU Directive on Building Energy Performance, and then proposes the countermeasures and suggestions on establishing and perfecting China’s building energy-saving laws and regulations system based on the current situation of building energy efficiency in our country, drawing on the experience of building energy-saving legislation in EU and other countries, To enhance the legal status and function of building energy conservation in China’s energy conservation work.
