制度保证是根本、确切的保证。从水利工程毁了建、建了毁,到江河湖泊污了治、治了污,再到掠夺式的疯狂开采、争相利用,造成水资源严重浪费乃至枯竭,我国水利可持续发展问题根本原因是存在“制度瓶颈”。只有通过制度创新,大规模地加大制度供给,并辅之以先进科学技术为支撑的水利工程体系,才能有效缓解我国水资源问题对未来国民经济和社会可持续发展的瓶颈约束。
