土地工程作为新增耕地的主要途径,对落实我国耕地占补平衡任务起着决定性的作用,而“占优补优、占水田补水田”的政策对耕地占补平衡中耕地质量提出了更高的要求。本文通过比较两轮农用地分等成果发现:惠农区农用地分等成果完善中,当指定作物为水稻时,比春小麦、春玉米平均国家级自然质量等分别低2.30、2.97等;勉县农用地分等成果完善比农用地分等平均国家级自然质量等低1.91等;汉滨区农用地分等成果完善比农用地分等平均国家级自然质量等高5.43等。造成等别差异的原因是:部分地区农用地分等和农用地分等成果完善指定作物、光温生产潜力指数、复种类型等参数存在较大差异,建议新一轮耕地质量评价慎重考虑设置以上参数,为评价结果的准确性提供保障,为耕地占补平衡及土地工程提供可靠依据。
