A hybrid approach of the generalizedforward-backward method (GFBM) with spectral ac-celerate algorithm (SAA) and Monte Carlo methodis developed. It is applied to numerical simulationof bistatic scattering from one-dimensional conduct-ing sea surface with a ship presence under the Teand TM tapered wave incidence at low grazing angle(LGA). Numerical simulations of bistatic scattering atLGA show the functional dependence upon polariza-tion, frequency, observation angle, sea surface windspeeds, ship location and other parameters.
