电子信息产业已经是我国经济最具活力、最具创新的行业之一。上世纪90年代开始电子信息产业的增速就超前于国民经济发展,拉动国民经济的发展,成为国民经济基础性、先导性、战略性、支柱性产业,成为我国抢占国际经济制高点的重要引擎。但创新能力却一直相对比较落后,产业规制内容缺失,行业扶持与监管法律薄弱,本文以问题为导向,重点探讨电子信息产业发展遇到的问题,并就相关问题提供政策上、法律上的建议。
The electronic information industry is already one of the most dynamic and innovative industries in our country. Since the 1990s, the growth rate of the electronic information industry has been ahead of the national economic development, stimulating the development of the national economy and becoming the basic, precursor, strategic and pillar industry in the national economy and has become an important engine for our country to seize the commanding height of the world economy. However, the innovation ability has been relatively backward, the content of industrial regulation is absent, and the laws of industry support and supervision are weak. This paper focuses on problem-oriented and focuses on the problems encountered in the development of electronic information industry. It also provides policy and legal advice on related issues .
