如何发挥比较优势,破解发展瓶颈,加快转型升级,实现湖北水产大省到水产强省的跨越,是我们必须面对和亟待解决的重大课题。基于对国内外宏观经济发展大势的深刻认识和对水产业未来发展方向的理性思考,我们提出全力打造湖北水产“双千亿”生态产业,力争3~5年内实现规模总量翻番,即渔业一产业产值超过1000亿元,二三产业产值超过1000亿元(加工业和流通服务业各500亿元),渔业经济总产值超过2000亿元,努力推进水产强省建设。湖北水产打造“双千亿”生态产业须创新驱动,转型发展。
