国家实施西部大开发战略和中国科学院1998年实施知识创新工程试点工作,为中国科学院在西部的研究所留住一批人才,稳定科研队伍,吸引人才创造了极好的机遇。用这两大事业给西部研究所及科研单位留住人才,成为兰州分院加强科技队伍建设的“法宝”。兰州分院在实践中深深感到用事业留人就能稳定科研队伍,不仅能留住一批科技人才,而且能吸引来一批科技将帅人才;不仅能扭转“孔雀东南飞”的人才流失现象,还能使“孔雀西北飞”
