大学章程建设是在依法治国的大背景下提出的,其目标是推进大学民主法治、建立现代大学制度。大学章程建设主要包括权力结构、决策体系、权利救济及监督体系等方面的内容。大学章程建设是党的十八大的根本要求,大学自身科学发展的需要;是建立现代大学制度、实现高等教育现代化的需要;也是实现以人为本、促进公民全面发展的需要。
The constitution of university charter is put forward under the background of governing the country according to law. Its goal is to promote democracy and the rule of law in university and establish the modern university system. The constitution of the university mainly includes the contents of power structure, decision-making system, right relief and supervision system. The constitution of a university charter is the fundamental requirement of the 18th National Congress of the CPC and the need of the university for its own scientific development. It is the need of establishing a modern university system and realizing the modernization of higher education. It is also the need of realizing people-oriented and promoting the all-round development of citizens.
