政府绩效评估,是指基于特定的价值取向,运用科学的标准、方法和程序,对政府部门的效率、效能、服务质量、公共责任和公众满意度,以及政府治理过程中的投入、产出和成果所反映的绩效进行评价和等级划分的过程。在我国经济转轨和社会转型的关键时期,推行政府绩效评估,不仅是促进政府转变职能、创新管理与服务方式、实现公共责任机制、增强服务效能、改善府民关系、缓解社会矛盾的内在要求,而且是深化政府管理体制改革、贯彻落实科学发展观的重要抓手和外部动力。然而,我国政府绩效评估却深受评估文化、理论研究、行政体制和实践操作等方面的制约和阻滞。因此,需要从改进评估文化、加强本土化理论研究、改革行政管理体制和完善绩效评估机制四个方面,为政府绩效评估营造良好的评估环境、提供有效的实施条件。

However, the evaluation of government performance in our country is restricted and retarded by the evaluation culture, theoretical research, administrative system and practical operation. Therefore, it is necessary to create a good evaluation environment for government performance evaluation and provide effective implementation conditions from four aspects: improving assessment culture, strengthening localization research, reforming administrative management system and perfecting performance evaluation mechanism.
