我国劳动和社会保障管理体制改革是我国政府行政体制改革的重要组成部分,改革的基本思路和价值取向是建立与社会主义市场经济体制相适应的政府行政管理体制,通过制度改革和创新实现政府职能转变,推进政企分开、政事分开、政府与中介组织分开,加强宏观调控和监督,减少规范行政审批,以促进市场经济的快速发展。党的十一届三中全会以后,以市场为导向的劳动管理体制改革初见端倪,1993年的政府机构改革和1994年《劳动法》的颁布标志着适应市场经济发展的劳动和社会保障管理体制初步建立,1998年的政府机构改革标志着我国劳动和社会保障管理体制逐渐成熟。随着我国社会主义市场经济的快速发展,目前劳动和社会保障管理体制也暴露出一些亟待解决的问题:一是受部门职责分工的影响,还没有形成统一的劳动力市场;二是劳动监察的职能分解后缺少制度上的统筹协调;三是社会保险基金的监管体制急需加强;四是公共服务的职能应进一步拓展和完善;五是国内劳动力市场的管理与对外劳务合作在管理上的协调与衔接有待进一步理顺。
