目标ET是指在一个特定发展阶段的流域或区域内,以其水资源条件为基础,以生态环境良性循环为约束,满足经济持续向好发展与和谐社会建设要求的可消耗水量.基于目标ET的水资源配置用耗水量代替需水量,突出了资源节水理念,是未来水资源管理的发展趋势.本文采用先分项、再综合、后评估的方法计算了天津市2010水平年的目标ET.分项目标ET包括不可控ET和可控ET,不可控ET利用分布式水文模型和遥感监测模型互为校验得到;可控ET主要包括灌溉耕地ET和居工地ET,灌溉耕地ET利用土壤墒情模型和蒸散发模型计算,居工地的工业生活用水ET通过定额和耗水率计算.论文根据不同的水资源条件组合,设置了八套计算方案,分别计算了各种方案的目标ET,并对计算结果进行了评估,给出了推荐方案.
