一九八三年四月二十八日,中共中央办公厅、国务院办公厅印发了《机关档案工作条例》。(以下简称称《条例》)近来,我们在业务指导中发现部分机关并没有全面实施《条例》,这些机关的档案工作不落实、不深入,面貌陈旧,缺乏活力,不仅降低了机关工作效率和工作质量,还给档案馆工作带来麻烦,我认为要使《条例》得到全面贯彻、落实,至少必须解决以下两个方面的认识。
