为了认真贯彻中央一九八四年一号文件和中央领导同志指示精神,加快我省煤炭生产,现就发展地县和乡镇煤矿中的有关问题通知如下: 一、大统筹兼顾、合理布局和不影响大矿开采的原则下,积极扶持地县、乡镇煤矿的生产,由省煤炭厅会同有关地县,明确划出一部分已探明的储量给地县,作为建设地县、乡镇煤矿的基地。省里将增加地县、乡镇煤矿的地质勘探费,省煤炭厅要切实加强煤炭地质资源的规划和勘探工作。二、县以上煤矿完成计划后增调的煤炭,其亏损金额按实际增调量由调煤的同级财政部门增补,直接安排到矿。乡镇煤矿增产增调的煤炭,仍按原规定“谁调谁补”的原则执行。
In order to conscientiously implement the Central Document issued by the Central Government in 1984 and the directives of the central leading comrades and speed up the coal production in our province, we hereby notify you of the following issues concerning the development of coal mines in counties and townships: I. Making Overall Plans and Doing Well, Under the principle of affecting large-scale mining, actively support the production of coal mines in counties and townships, the coal province hall together with the relevant counties explicitly identified a part of the proven reserves to the county as a base for the construction of county and township coal mines. The province will increase the county, township coal mine geological exploration costs, the provincial coal hall should conscientiously strengthen the coal geological resources planning and exploration work. II. After the completion of the coal mine at or above the county level, the increase of coal after its completion shall be supplemented by the finance department at the same level of coal adjustment according to the actual increment, and directly arranged to the mine.
