职业资格证书制度是人力资源开发与管理中一个不可或缺的重要手段。现阶段我国职业资格证书制度建设中存在着对职业资格证书认识不到位,职业资格证书的推行难度较大,缺乏统一的与学历文凭相沟通的国家职业资格框架,职业资格证书考核工作的社会化管理机制不完善等问题。要积极推进我国职业资格证书制度建设必须采取相应的措施:提高对职业资格证书制度的认识,加强对职业标准的研究和开发,建立双向沟通式的双证制;完善职业资格证书的考核管理。
