桂林地区的全州,灌阳、恭城、资源、龙胜等县的29个乡(镇),与湖南省零陵,怀化地区和邵阳市的9个县(市)33个乡(镇)边界接壤,边界线长570多公里。由于历史的原因或利益的驱动,桂湘边境地区土地、山林,水利“三大”纠纷急剧上升,矛盾日渐激化,虽然双方党委和政府做了一定工作,但效果甚微,以致个别地方群众性械斗时有发生,据统计,1986～1990年,共发生“三大”纠纷积案141起,群众性纠纷械斗139次,涉及县(市)12个,乡(镇)46个,村公所205个,累计伤亡人数达500多人,互抓人质11人,烧毁房屋47间,毁掉山
