《中国地方志》2007年第9期刊登了郭凤岐《开创独立千秋的崭新区志》一文,笔者读后得益匪浅。该文对当今正在开展的区志编纂工作具有独到的指导作用,是一篇值得关注的好文章。但应该商榷的是文中指出:“我国的市属之区,是中华人民共和国成立之后逐步建立起来的。”笔者曾见过一些志书,对市属之区的记述,都是从解放以后记起。市属之区究竟始建于何时,这是当今修区志碰到的一个重大问题。难道中华人民共和国成立之前就没有市属区建制?笔者查阅了有关史料,认为郭说不当。
