“九五”——是世界经济新的格局交替过渡时期,对上海来说,存在两个发展机遇:一是国际上的。自90年代起,跨国资本大举进入中国,其中首选目标就是上海。上海今后将继续成为外商投资的热土。二是国内的。以上海为中心的长江三角洲经济区的进一步发展,将对带动长江流域腹地和全国经济的发展发挥重要作用,上海的“龙头”和“中心”地位将日益显示出来。对上海的民营科技企业来说,应抓住“九五”期间的机遇,从上海的实际情况出发,在以下几方面积极参与:
The “Ninth Five-Year Plan” - a period in which the new pattern of world economy alternates and transitions. For Shanghai, there are two opportunities for development: First, it is international. Since the 90s, multinational capital has entered China aggressively, of which the first target of its choice is Shanghai. Shanghai will continue to be the hot spot for foreign investment in the future. The second is domestic. The further development of the economic center of the Yangtze River Delta with Shanghai as its center will play an important role in bringing the hinterland of the Yangtze River valley to a leading position in the development of the entire country’s economy. Shanghai’s “leading” and “central” status will be increasingly displayed. For the private technology enterprises in Shanghai, we should seize the opportunity during the Ninth Five-year Plan and take the actual situation in Shanghai as an example. We should actively participate in the following aspects:
