一九八四年八月十五日《云南农村经济信息报》发表了林业专业户赵茂林经营的山林,发生森林病虫害,呼吁献治虫妙方的消息。云南省林业调查规划院的领导看到这一消息以后,当即派出森林病虫害专业工程师杨道生和林业工程师朱宝华、曾凡杰等四位科技人员,于八月十八日赶往晋宁县晋城镇赵茂林的山林现场。四位科技人员,详细察看了山林情况,发现赵茂林经营的三百五十亩山林主要是遭受象鼻虫、天牛的危害,受害面积约占百分之十。另外,四位科技人员还发现,赵茂林经营的山林地盘松
