一、泾河流域概述泾河除下游一部为可耕之黄土高原外,其上游多为荒山丘陵地带,地广人稀,以牧畜为主,全境略成圆形,经过年代久远的暴雨侵蚀,破坏了广大的原始高原,现在已到处变成了纵横的沟壑,既深且陡,每年都有大量的泥沙,通过这些沟壑,输送到黄河里,给下游造成了巨大的灾害。其最大含沙量可达百分之五十以上,这些泥沙之来源,一方面是上游丘陵荒山区在反动统治时期未合理的使用土地,任意开耕陡坡,砍伐森林,破坏原始地皮,一遇暴雨,耕土一扫而光,顺沟而下,形成泥浊,另一方面是在靠近下游的黄土高原区,地面不加保护,游壑不予治理,任其冲刷,任其流失,使高原不停的在破坏,在减小,对上游丘陵荒山区而言,目前应严禁陡坡开垦,封山造林,发展牧畜,提倡土地合理利用,对下游黄土高
