各市人民政府,各县(市、区)人民政府,省政府各部门、各直属机构,各大企业,各高等院校:为深入贯彻省委八届五次全会和省委工作会议精神,加速推进现代制造业强省建设步伐,努力培育我省制造业新优势,现就加快我省汽车工业发展提出以下意见:一、进一步增强加快汽车工业发展的紧迫感汽车工业是现代工业的重要标志,是国民经济发展的主导产业。改革开放以来,我省汽车工业获得较快发展.整车生产能力、零部件加工能力和基础原材料综合配套能力显著提高。全省现有整车生产企业11家,2002年全省生产重型车8.3万辆、轻型车9.8万辆、改装车5万辆、农用车188万辆,21种零部件产量居全国首位,实现工业增加值100亿元,占全省规模以上工业增加值的2.8%。但从总体看,还存在缺乏统一规划、生产集中度低,企业研究开发能力弱、产品技术含量低,零部件标准不统一、整车配套能力差,开放程度低、龙头企业核心竞争力不强等问题,影响和制约了我省汽车工业的进一步发展。目
