During the process of rectification and rectification, how to deepen the reform of enterprises and improve the existing methods of contracting enterprises and linking wages with economic benefits is an important issue of concern. Recently, we conducted an on-site investigation of Jilin Province’s three state-owned enterprises such as the Siping City Blower Factory last year on a trial basis for the “whole staff contracting of assets” and “three hooks”. The main situation is now described as follows. I. Basic Practices The contract responsibility system of all employees is a new concept proposed by the Jilin Provincial Economic Restructuring Commission on the basis of summarizing the contracting experience. It was established at the beginning of last year by the Jilin Provincial Economic Reform Commission, the Ministry of Finance, and the State-owned Assets Administration Bureau. And the provincial unions form the full
