根据目前国内电力线载波系统设计的现状和需要，从计算机辅助设计的角度对电力线载波频率分配与管理的问题进行了分析和讨论，包括；实现频率分配与管理的软件系统所需的软硬件配置及应有的系统软件功能，以及程序编制时需要考虑的问题。
