我国首个年度行业性工资福利工作指导文件——《2014年餐饮行业工资福利工作指导意见》(简称《指导意见》)日前已由中国财贸轻纺烟草工会、中国烹饪协会、中国饭店协会联合下发。该意见旨在为全国餐饮行业工资集体协商提供更加准确及时的指导和服务,将影响2200万餐饮行业职工的工资福利待遇。《指导意见》由全国总工会保障工作部和中国财贸轻纺烟草工会会同人力资源和社会保障部劳动工资研究所专家组成工作小组,通过资料收集、实地调研、问卷调查,充分征求行业协会、行业工会、企业和职工的意见,历时近9个月制定而成。我国餐饮行业中小微企业多,市场化程度高,工资集体协商难度较大。定期发布年度行业工资福利工作指导意见,一是有利于加强对工资集体协商工作的指导,帮助企业和劳动者更好地把握行业发展形势和劳动关系状况,合理确定协商目标,减少盲目性,避免因集体协商引发激烈的劳资冲突。二是可以充分利用全国以及省、市行业组织和工会的层次高、信息量大、研究能力强等优势,弥补地方、企业协商在协商能力和信息收集方面的不足,尽可能解决“不会谈”的问题,提高协商质量。三是可以为全国以及省、市行业组织和工会开展工资集体协商工作提供新的工作方式。本刊特刊发《指导意见》及3个附件供读者参考,以推动更多有条件的行业工会与协会制定适合本行业特点的工资福利指导意见。
