管理松懈,作风松散,纪律松驰,是当前部队建设中一个亟待解决的课题。就省军区机关来说,松散现象与战斗部队相比,既有共性,也有它的特殊性。因此,治理的途径和方法也具有它本身的特点。省军区特点一是机关多、部队少;二是军官多、士兵少;三是人员分散,干部战士单独执行任务和单个行动较多;四是工作多,训练少,军官的主要任务是做民兵、预备役工作,士兵大多从事服务保障工作;
Loose management, loose working style and loose discipline are the problems to be solved urgently in the current army building. As far as the provincial military authorities are concerned, the phenomenon of looseness has both commonalities and particularities with respect to fighting forces.
