恩施地区位于鄂西南山区。全区水田120万亩,多为一熟制,在50余万亩的两熟制中,七十年代发展起来的马铃薯—水稻两熟(以下简称薯—稻两熟)面积约10万亩,占两熟面积的20%左右。建始县三里公社于六十年代末期就零星种植薯—稻两熟,在七十年代这一耕作制度得到了很大发展。近年来薯—稻两熟面积达到3,600亩,占水田面积的30%,与小麦—水稻、油菜—水稻两熟并存,构成了以水稻为中心的冬茬“三三”轮作的水田两熟连作制。
