我国矿区土地复垦技术已趋完善和成熟,但因土地复垦资金长期短缺。工作开展困难重重,局部有改善,整体在恶化。复垦能力远远赶不上破坏速度,这已严重影响着矿区农业的持续发展。其症结在于土地复垦管理力度不够。解决的途径是:视土地复垦为系统工程,进行全方位、综合性的研究。其硬性操作手段在于:确立“可持续发展战略”观念,保护生态环境,强化政府调控行为,完善现有经济法规和土地使用制度。引导农民积极参与。
