随着经济全球化的深入发展 ,世界各国在政治、经济、社会、文化等方面相互渗透、相互依存日益加深 ,全球性问题日益增多 ,如国际恐怖主义、民族分离活动、不干涉内政、人道主义干预 ,等等。且解决这些问题又非一个或几个国家所能及或能够取得成效。由于许多全球性问题复杂、涉及面广 ,国际上需要制定新的规则来协调和约束世界各国在国际活动中的行为。因此 ,建立公正、合理的国际政治经济新秩序已成为历史的必然、时代的要求。
