罗山会馆托管模式将政府的行政功能划分为服务规划者与服务生产者两个角色,政府只承担前者,社团充任后者。把政府从具体的社区书务性工作中解脱出来,让社团力量进入社区公共服务生产,这大大降低了政府的行政管理成本,调动与整合了社会资源,同时,也为社团的发展提供了机遇。但转型期的民间非赢利组织在传统公共管理思维方式下也面临着生存的困境。
