为了加快私营个体经济发展的步伐,4月至5月,丹徒县政协对全县10个镇的私营个体经济发展状况进行了专题调研,还到浙江温州等县(市)学习考察发展私营经济的做法和经验,又邀请县有关部门领导,就如何为私营个体经济提供优质服务进行座谈讨论。他们在反复研究、深入论证的基础上,向县政府提交了《关于加快我县私营个体经济发展的建议案》,提出了五点建议。这些建议是:一、大力宣传,营造良好的发展私营个体经济的氛围。要通过会议、培训班等形式,组织县、镇、村干部认真学习关于发展私营个体经济的一系列政策和有关规定,吃透上情,摸清下情,拿出可操作的落实措施,真心实意地对私营个体经济进行引导和服务,敢于突破老框框、老套套,让上级一系列优惠政策迅速、有效地得到落实。二、突出重点,抓好私营个体经济中的块状经济。高度重视抓好私营个体经济中的块状经济,从中培植规模企业,从中拿到名牌,从中形成行业公平竞争所需的商会或行业协会。因此,县、镇政府要从实际出发,研究制定各自私营个体块状经济的发展规模,时常搜集信息,经常分析动态,根据不同情况加强指导,积极引导私营个体经济组
In order to speed up the pace of development of the privately-owned individual economy, from April to May, the Dantu County CPPCC conducted a special survey on the development of the private individual economy in 10 towns across the county. It also visited and studied the development of the private economy in Wenzhou and other counties (cities) in Zhejiang Province Practice and experience, and invited leaders of relevant departments of the county to hold informal discussions on how to provide quality services to the privately-run individual economy. On the basis of repeated research and in-depth argumentation, they submitted to the county government a proposal on accelerating the development of private-owned economy in our county, and put forward five suggestions. These suggestions are: First, vigorously promote and create a favorable atmosphere for the development of the privately-run individual economy. We should organize county, town and village cadres to earnestly study a series of policies and relevant provisions on the development of private-owned economy through meetings, training programs and other forms, thoroughly understand the situation, find out the situation, come up with practical implementation measures and sincerely hope We should guide and serve the privately run individual economy and dare to break through the old rules and regulations so that a series of preferential policies at the higher level will be promptly and effectively implemented. Second, give prominence to the key issues and do a good job of a massive economy in the privately-owned economy. We must attach great importance to the massive economy in the privately-owned individual economy, cultivate large-scale enterprises from which we can obtain famous brands and form the chambers or trade associations necessary for fair competition in the industry. Therefore, the county and township governments should, from the reality, study and formulate the scale of development of their individual private economies, collect information from time to time, constantly analyze the dynamics, strengthen guidance according to different situations, and actively guide private-owned individual economic groups
