为将德拉威尔州建设成为区域性金融中心,该州制定了《金融中心发展法》来变革制度。通过放宽市场准入条件、取消利率限制、降低运营要求、减少税费等措施,德拉威尔州的金融法制从管制变革为开放、从安全的价值取向变革为效率的价值取向、从无比较优势变革为有比较优势。变革后的金融法制成功地将德拉威尔建设成了区域性金融中心。我国可以借鉴德拉威尔州金融法制变革的经验,通过中央层面制定专门的《区域性金融中心法》、地方层面出台地方性法规来变革区域性金融中心的金融法制,使其更具比较优势。但应注意的是,在我国现有的国情下,金融开放应适度、循序渐进,不可操之过急和过度开放。
