一、基本情况黑龙江省北安市是正在建设发展中的现代化新兴城市,也是全省城乡经济社会发展一体化试点、全省现代农业整县推进试点地区。总面积7194平方公里,人口48万。辖区内有9个乡镇,62个行政村;3个农场、1个牧场、6个林场。农村及农林牧场共有人口19.8万、5.4万户。2009年以来,该市村级公益事业建设一事一议财政奖补工作在省委、省政府和省财政厅的正确领导下,全市上下通力协作、高点定位、统筹安排、严格要求、科学推进,强化了各级领导组织,认真抓好政策宣传,完善各项制度,重点加强了示范村和重点村建设,较好地完成了各项目标任务。全市共实施一事一
