南京国民政府时期,由于种种原因,乡镇保甲长职多为土豪劣绅所猎取。他们素质低下、胡作非为,极大地削弱了国民党在乡村的统治。

During the period of the Nanjing National Government, due to various reasons, most of the townships in Baojiaochu were hunted by tyrants and gentry. Their low quality and non-existenceism have greatly weakened Kuomintang’s rule in the country.
