在世界上最富有的美国,也有很多低收入的人,这些人也没有能力按照市场价格购买住房。不能安居,就难以乐业,而且还会成为社会不稳定、不安定的因素。因此,为低收入者建造住房,成为美国的国家基本政策之一,已经推行了三十多年。美国给予廉租房的政策核心是:凡能够证明处在低收入线以下的个人和家庭,可以仅用其全部收入的30%支付房租和水电费用,不足部分由政府补足。美国政府每年都对高中低收入者的界限划分一次,根据分类供给制度的要求,采取可行措施,保证中低收入者能买到或租到相应住房。
