在国家能源局11月18日印发《分布式光伏发电项目管理暂行办法》通知(国能新能[2013]433号)的第二天,财政部网站公布了《关于分布式光伏发电自发自用电量免征政府性基金有关问题的通知》(财综[2013]103号)。通知指出,根据《国务院关于促进光伏产业健康发展的若干意见》(国发[2013]24号)有关规定,对分布式光伏发电自发自用电量免征可再生能源电价附加、国家重大水利工程建设基金、大中型水库移民后期扶持基金、农用还贷资金等4项针对电量征收的政府性基金。
On the second day of the NEA Notice on Interim Measures for the Administration of Distributed Photovoltaic Power Generation Projects (Guoneng Xinneng [2013] No. 433) issued by the National Energy Administration on November 18, the website of the Ministry of Finance promulgated the “Notice on the Self-Consumption of Electric Power by Distributed Photovoltaic Power Generation Notice on Relevant Issues of Exempting from Government Funds ”(Caiquan [2013] No. 103). The circular pointed out that in accordance with the relevant provisions of the State Council’s Opinions on Promoting the Healthy Development of the Photovoltaic Industry (Guo Fa [2013] No. 24), it is exempt from the renewable electricity tariff of the distributed self-consumption of photovoltaic power generation. The State Key Water Conservancy Construction Fund , Large and medium-sized reservoir resettlement support fund, agricultural loan repayments, four for fund collection of government funds.
