植树造林是扩大森林资源的重要措施,因此,《条例》规定,植树造林保护森林是公民应尽的义务。并且规定,各级人民政府应当制定以“三北”防护林体系建设为重点的植树造林规划,要努力提高森林覆盖率,因地制宜地确定本行政区域内森林覆盖率的奋斗目标。一、植树造林的重要意义植树造林不仅能提供木材和各种林产品,更重要的是保障农牧业生产和人民生活,改善生态环境,减免自然灾害。我区森林覆盖率为13.87%虽略高于全国水平,但分布很不平衡,约有76%的森林集中分布在呼盟境内的大兴安岭地区,其他多为少林地区。这是造成我区干旱、风沙等自然灾害频繁、农田沙化、草场退化的重要原因。为了改变这种情况,在林业建设上必须坚持
