Many of Norway’s dams and waterway structures are open to tourists and the public. The owners of these facilities bear the primary responsibility for ensuring their public safety. In Norway, the Water Act is the main legal basis regulating the management of river courses and the maintenance of their duties. The structures and other facilities in the river system should be planned and re-implemented to minimize the damage and inconvenience caused to the public interest and personal interests as much as possible. Norway introduced a new guide on public safety in 2013. This new guideline aims to make it clear that the best practices in the industry have been adopted to ensure public safety. It is an encyclopedia about safe working methods and recommended solutions. The target group for this guideline is all staff involved in dam and riverway structures and other public buildings related staff. There should be a certain way to follow the relevant records in the safety work.
