1978年,邓小平同志提出了“让一部分地区、一部分人先富起来,先富带后富,最终实现共同富裕”经济发展思路,中国经济迅速腾飞,取得了30多年的高速发展。但这一经济发展思路势必导致经济的不均衡发展,在发展过程中出现诸多问题,中共中央对此提出一系列方针政策,把重心放到“先富带动后富,最终实现共同富裕”上,适时调整结构,促进经济发展,使发展成果更公平惠及全体人民。
