事由:关于各级工商机构目前工作中几个问题的决定。自去年本省全部解放以来,各级人民政府对于工商业虽有登记管理,但迄今仍未完全纳入正规,某些城镇在某种意义上说还是相当混乱的。公私工商业仍有不经申请登记核准,即行设厂开矿设店,或停工、歇业、转业者亦有不经申请核准的。这是由于我工商两厅及各级人民政府工商机构和工作制度不健全,业务不熟悉,职责不明确,缺乏详尽严密的管理办法及互相间之联系配合不够,致表现了工作中的疏忽漏洞,使有些公私工商业户,得以「先斩后奏」,或「斩而不奏」;因而不能迅速克服生产的盲目现象和市场管理的混乱状态。为了继续调整工商业与加强本省公私工商业的管理与指导,必须明确划分工、商两厅及所属各级工商机构关于工商业登记、管理的职责、范围和手续,从而使我们的各种工作逐渐深入与走向正规等。为此,特通知如下:
