就没有公平的竞争环境,也就无法激励创新。要使国家经济发展有持续的创新力,主要不是靠政府是要靠企业,尤其是民营企业。
There is no fair competitive environment, it can not stimulate innovation. For the country to have sustained and innovative economic development, it is not the government that depends on the enterprises, especially the private-owned enterprises.
