到2020年,控制温室气体排放行动目标全面完成。单位国内生产总值二氧化碳排放比2005年下降40%~45%,非化石能源占一次能源消费的比重达到15%左右,森林面积和蓄积量分别比2005年增加4000×104ha和13×108m3。产业结构和能源结构进一步优化,工业、建筑、交通、公共机构等重点领域节能减碳取得明显成效,工业生产过程等非能源活动温室气体排放得到有效控制,温室气体排放增速继续减缓。
By 2020, the goal of controlling greenhouse gas emissions will be fully completed. Carbon dioxide emissions per unit of GDP have dropped 40% -45% from 2005, non-fossil fuels have accounted for about 15% of primary energy consumption, and forest area and stock volume have increased by 4000 × 104ha and 13 × 108m3 respectively over 2005 levels. Industrial structure and energy structure were further optimized. Significant achievements were made in energy saving and carbon reduction in key areas such as industry, construction, transportation and public institutions. Greenhouse gas emissions from non-energy activities such as industrial processes were effectively controlled and growth in greenhouse gas emissions continued to slow down.
