农村不脱产人员参加县以上会议或集训的误工补贴,按财政制度规定应属大队、生产队集体所有。由于现行制度中对结算办法没有作具体规定,各地执行时大都是直接发现金给不脱产人员。据了解,这些钱基本没有交公,而所在队又照记工分,本来应属集体收入的补贴变成了个人所得。针对上述问题,江苏东台县财政部门试行了发“误工票”的非现金结算办法,经一年实践证明切实可行。
