民族区域自治的基本政策,奠定了民族法制建设的政治前提和法律基础。西藏是我国实施民族区域自治的自治区之一。根据宪法、民族区域自治法和地方组织法规定,西藏自治区和平解放60年来,积极开展立法工作,西藏法制建设取得了瞩目成就。本文回顾了60年来我区法制建设的历程和成就,并总结了法制建设的基本经验,在此基础上,探讨了我区法制建设的重要启示。
The basic policy on regional autonomy of ethnic minorities has laid the political prerequisite and legal basis for the construction of national legal system. Tibet is one of the autonomous regions in our country that implement the regional autonomy of ethnic minorities. According to the Constitution, the Law of the People’s Republic of China on Autonomous Region and the Law of Local Organizations, Tibet Autonomous Region has actively carried out legislative work since the peaceful liberation 60 years ago and made remarkable achievements in building the legal system in Tibet. This article reviews the course and achievements of the legal system construction in our region for 60 years and summarizes the basic experience of the legal system construction. On this basis, it explores the important implications of the legal system construction in our region.
