邓小平在“南方谈话”中不仅强调了他一贯倡导的改革试验思想,也同时包含改革定型的思想。20年过去了,中国改革试验的许多做法需要定型。从世界范围看,中国改革开放以来已逐步形成开发型市场经济模式。这种模式不同于英美的规制型市场经济模式,而且开始升级为更高的版本。目前在实施开发型模式的基础上,需要进一步完善定型的制度,包括以现代公司制为基础的国有企业制度、保留中央政府必要行政手段的宏观调控制度、兼顾公平与效率的个人收入分配制度、符合低碳经济要求的资源开采与利用制度、兼顾内需和外需的对外经贸政策。
